Here are comments I posted to the bug you linked:

Ulf Erikson has worked on a plugin that *imports* (not exports) Opera's
hotlists into K-Meleon (the native Gecko based Win32 browser. Source and the
binary for the plugin can be found at
http://kmeleon.freewebsites.com/hotlist.html. If you want to play around with
the plugin, you will need the latest version of K-Meleon, which is at
http://kmeleon.sourceforge.net or do a search for "kmeleon07.exe" at
http://www.filemirrors.com. Since this all was built on Win32, some porting might be
needed for it to work on everything else. I have attached a copy of the binary
and source of the plugin to this if anyone wants to tackle it.
