List email addresses with quote marks
The following is a “bug” in version 68.7, that was not a problem in version 68.6, If you have email addresses in the address book which contain a list of email addresses, when that list address is selected as the recipient it will look something like this:
!!Humor-Maxine <"!!Humor-Maxine">
The normal format for a recipient is
display <user@host>
The bracketed part apparently cannot contain special characters like quote marks. The problem is that, in this case, TB itself places the quote marks. If one deletes the quote marks the email send normally.
Recipient addresses that had quote marks as shown above would send normally in version 68.6.

I think the issue will be fixed in version 68.8.

How are "special characters" defined? I am still able to send emails with exclamation points in the address NAME, but not with quote marks THAT TB PUTS BETWEEN THE CAROTS. I don't use the quote marks! And I had no problem in versions prior to 68.7.0.

Special Characters would be anything other than normal letters, numbers, or the period and underscore keys.

Incidentally, using the auto fill in eliminates the quote marks, BUT it take a whole lot more effort to key in enough characters to have the auto fillin work than it does deleting two quote marks.
So, you might say, rename my list email names. I would just counter with correct what was done wrong between versions 68.6 and 68.7/8.

Well, if we were Mozilla your suggestion might be pertinent but we're not. (See the disclaimer in the right hand column of this page.) And most users, perhaps because they don't use non-alphanumeric in list names, are not experiencing problems due to recent updates. That doesn't mean that there is no problem but that there are fewer reports to raise the priority of the issue or to provide detailed detailed confirmation of what triggers the issue.

Does the same problem occur in safe mode using Help > Restart with Add-ons Disabled?
Maybe the quotation marks are being supplied by and extension.
I don't see those between the carets in any of my email addresses when composing an email.

I don't use add-ons.
I don't put quote marks between the carots, TB does. This is only true for lists, however. The quote marks can be deleted by hand, and that isn't difficult, just a waste of time, because I have a lot of list-email addresses.
Repeating: this wasn't a problem in 68.6, only 68.7 & 68.8. I have done nothing but up update TB, although I deeply regret doing that. I would go back to 68.6 if the profile wouldn't get messed up.
I miss Eudora more than anything right now!

Not at all. We will be glad to help by attempting to replicate your experience and offer solutions or workarounds as we able/aware of them, but we can't change the program to fix anything that is actually caused by the program.
Do those lists for which this occurs have non-alphanumeric characters in their names?

I tried Alpha Beta <Alpha Beta> and the message sends correctly.
