Dupilicate Accelerator Keys

In the Thunderbird Address Book:
<b>[alt]+V+T+C</b> <i>View > Toolbars > Card Summary Pane</i>
<b>[alt]+V+T+C</b> <i>View > Toolbars > Customize...</i>

Mozilla Mail/Address Book does not have the "Customize..." item. When there are two items with the same accelerator key, neither work.
