My Apache/WebDAV server is working correctly and serving pages. The read/write priviledges are set correctly (as far as I know). It is empty now, awaiting a calendar.
How do I get MyCalendar published from a client to the server?

Resolved the publishing issue....now an issue with format
I was successfully able to resolve the inability to publish my calendar to the web server. It was a permissions issue, specifically I had to give write permissions to not only the repository but the DAVLockDB folder.
DAV was not able to write the lock file to the folder.
Now, however, I have another issue. When I subscribe to the remote calendar, it tells me it does not appear to be a valid file. I am naming it 'Office_Cal.ics' when I upload it (which works correctly), but when I retrieve it, it says it is not a valid format.
Any suggestions?
