My proven method
1. download the installer for Firefox/other browsers
2. download the installer for IE
3. download the uninstaller.
Close ALL browsers
1. Run the uninstaller - this will totally remove ALL flash from your system
2. Run either the IE or Flash Installer
3. Run the one you didn't in step 2
I've been doing the above steps for a long time and have never had any real flash issues or conflicts with pave-over installer or wind up with multiple versions.
