Time is?

Periodically, I'll check my PC's clock against this site -- http://time.is/

I've found that the synchronization is normally off by between .5 seconds and 2 seconds--plus or minus--regardless of when I check. Even after re-synchronizing my clock's PC with the server ( time.nist.gov), and checking the site again, the time still off, at least initially. (After about an hour, when I check again, the site tells me my PC's time is exact.)

Nothing urgent, but I'm wondering what accounts for the discrepancy.

At first, I would say it is because HTTP is not a real time protocol. And second, it depends on intermediate routers, switches, proxies etc. And third (maybe) on the exactness of geo location.
Think for yourself. Otherwise you have to believe what other people tell you.
