Curious/Suspicious Email

I received the email shown below today. When viewing it normally, it has no subject, to or from addresses and no message, hence the 'view message source' shown, I've changed the name part of my email address before the @, to avoid spammers, et al!

I have never had such an email before, does anyone have any idea of the purpose of it, if any?

Could be a broken email spam bot.
There are some particularly nasty email scams going around at the moment so you are right to be cautious.
What sort of man would put a known criminal in charge of a major branch of government? Apart from, say, the average voter.

That's a hint that no headers were actually present when the message was submitted (though adding of "Apparently-To:" headers is discouraged to avoid disclosing unintentionally Bcc recipients). My best guess is that whoever (or whatever) sent the message just submitted a blank line (crashed script or something). Usually the provider's server would add at least a "From:" header derived from the envelope address, but apparently not in this case.
