Moving to Firefox Support.
Aren't most vertical scroll bars found on the right side of the page/screen?

Re: Some websites menu do not display vertical scrollbar
Sometimes I can enable the right side vertical scrollbar by taking out the html or body element css overflow property with the developer tools.

I reformatted my PC. I'm facing the same problem with Google Chrome and Opera.

scrollbar on the left is either by system -> arabic RTL direction
or by website when set "RTL"
(right to left-reading/page enconding)

Note that there is also:
http://kb.mozillazine.org/layout.scrollbar.side
Some websites hide the vertical scroll bar and may try to implement their own scroll bar via JavaScript.
So make sure you do not block such JavaScript.
Can you post a link to web page where you notice this (no authentication/login required)?
