Removing Flash from Win10 PC

This was my experience from quite some time back:
Downloaded from Adobe the removal tool.
Ran and says Flash was removed BUT directory/files at "C:\Windows\System32\Macromed\Flash" still there.
Read elswhere to remove manually the flash directory.
Not allowed, need Trust Installer permission (only user, so am administrator)
Used Unlocker to remove directory.
Deleted files DID show up in trash bin.
Deleted from trash.
Rebooted and guess what!
Directory "C:\Windows\System32\Macromed\Flash" and files are still there or restored by Win10.
Gave up!
Is there a tool that will actually remove flash from the pc?

Untill Microsoft deprecates flash it will remain installed in edge. My best bet would be to wait until the end of the year
