The website gives an error that says: "Invalid captcha or unable to validate." The screenshot of the error is below. When I send it through another browser like Edge I dont get the error. Does the same thing happen if you launch the program in Mozilla Troubleshooting mode?

Not on a newly created profile to test this site. The results came back the same. Has nothing to do with any addons. Something is wrong with firefoxskuddle wrote:Are you using NoScript??

I actually created a new profile with no addons installed. I get the same issue. What do you suggest?morat wrote:Does the same thing happen if you launch the program in Mozilla Troubleshooting mode?

The submission should work with default settings. Perhaps, Firefox is not supported or there is a website bug causing an issue.

Can you post a url that a Mozilla developer can test?
e.g.
Dog Names in New York City
http://a816-dohbesp.nyc.gov/IndicatorPublic/dognames/
http://bugzilla.mozilla.org/show_bug.cgi?id=1363423
If it's a private page, then they may not be able to help.
