Look under /System/Preferences/Appearance/ and open the interface tab
There should be "Show Icons in Menus"; "Editable menu Shortcut Keys" and "Tool button Labels:" which is changeable between
"Icons Only"; "Text beside Icons"; "Text above Icons" and "Text Below Icons.
There should also be a preview area underneath these things as well.
