I believe safe mode disables all plugins and add-ons. New info.
I have tried several other FF portables going back to 3/2015, which I had previously installed. One of them gives me 40ms. The others are still in the 155ms range. Now I have no idea what is going on since they all say 40.0.2 when I click on "About FF" on Help.
If I find the issue I'll post back. Right now I have to assume it is not simply "40.0.2" in base form.

As noted above on Mac.
FF41b4 - 118ms
FF43 [Nightly] - 17ms
I assume you are a gamer or ping time is more or less irrelevant; at least anything under a few hundred milliseconds.

Nope... plugins are not disabled.
As you can see she's (The CAT) always alert and on the prowl for Meoware !!

Safe Mode disables extensions, but does nothing to Plugins.

Then you have ONLY run FF 40.0.2.
It could be that you (by default) can only run one instance of FF "Portable" at a time.
So close 40.0.2, then open an older version, check About, then run your speedtest.
Fire 750, bring back 250.

I upgraded to 40.0.3 and am now getting 24ms. I may try some older portables just for interests sake and post if I do, and find anything.

NO, you were still using the old profile even with a fresh install.
Have you tried opening a 'Command Prompt' in Windows and pinging a site comparing the 'ping' times ? I consistently get 110 to 114ms times with 'ping' command and also with speedtest using latest Nightly test builds.
I don't know if that would prove Firefox is the issue, or something else, of if its just 'normal' for your ISP/connection.
