How long have you have had Firefox open ? That file should disappear when you close Firefox. If not, then perhaps you just need to close Firefox, migrate using Explorer to Firefox Profile and manually 'Delete' it.
Its only a temporary file since its deleted on close of the browser, and will be re-created on the next start up of Firefox.

cookies.sqlite is the actual "cookies" files.
The -wal (& -shm) file(s) should be transient.
A 9 GB cookies*-wal?
Well I have a bit of a sweet tooth, but that's a little overboard.
If you don't need your cookies, I would exit FF, then delete from your Profile folder; cookies.sqlite & any cookies*-wal, cookies*-shm.
Restart FF, keep an eye on things & see how it goes.
Also, are you using any cookie related extensions?
If so, I'd look into them.

Re: 10 GB cookies.sqlite-wal Size problem!
cant delete and seems locked?
try "unlocker"
http://www.emptyloop.com/unlocker/
pay attention when installing - read carefully and activate "Advanced" install with deactivated delta toolbar (adware). the untick "Updates" and "Assistant". explorer context is helpful, sendto depends.
if you need a better task manager to evaluate if firefox is still running:
http://technet.microsoft.com/en-US/sysi ... 96653.aspx
if nothing helps you should reset the profile. if problem still occurs it may be adware on your system:
AdwCleaner AdwCleaner Download
Insert [Report] here, then [Cleanup]
PS i never saw any issue like yours here
btw the list is not the full list of extensions
if you want to provide us proper and full info then enter about:support then click "copy text" (not raw) and insert here please.
#link changed, thx Limpet235

Why?I tried but couldnt delete the file
If you don't need your cookies, sure.is it safe to delete it?
Anyhow, that 9 GB cannot be of any value in any case & I would think it to be detrimental to your browsing experience.
