Access the Adobe Flash Player download page ( https://get.adobe.com/flashplayer/ ) on a system with Internet access and then save the installation file to a removable medium that you can take to the system without access.

https://get.adobe.com/flashplayer/
Use the link "flash player for another computer" and follow the instructions, then use the drop-down for OS and then NPAPI.

Have you checked to confirm whether the installation completed or not? Look under Tools->Addons->Plugins to see if the appropriate version of Flash is listed.

The installer seems to want to take you to the Adobe site to promote other Adobe products but I don't believe that is actually necessary for the install.

Try the full offline installer from http fpdownload.adobe.com/get/flashplayer/pdc/25.0.0.127/install_flash_player.exe - it should work without need to connect to the Adobe website.

Your link has a version specific download. This one always gets the latest version: http fpdownload.macromedia.com/pub/flashplayer/latest/help/install_flash_player.exe

For now anyway.

While we're on the subject. I couldn't download Adobe Air from get.adobe.com. The download link just redirects you back to the homepage.

I did however successfully download & install it from here :-

seems broken:
https://get.adobe.com/de/air/
go "...for another computer" -> dead
download -> dead

you have loaded the current beta which may be unstable.
not sure why they discontinued air - anyhow regular v52 can not use any plugin except flash, only ESR supports all plugins.
