Substitute "export" for the first time "import" appears in that sentence and the, "Yes" it should work.Is it this simple? Do I need to just import, make changes and import bookmarks?

If you import an HTML backup then you merge bookmarks, so you would have to remove existing bookmarks.
I would personally first test such a modified file in a separate profile to be sure, but since you want to move bookmarks around then easiest to do this is in the Bookmarks Manager (Library) or do a cut and paste in the bookmarks sidebar.
You can see if opening one of these chrome URIs in a tab are useful for you:
chrome://browser/content/places/places.xul
chrome://browser/content/bookmarks/bookmarksPanel.xul
