I am having an issue with downloading files, when the save dialog shows, files are defaulted to the "open with" option bubble and I have to change it to 'save'. To make matters worse, all files and file types the option
"Do this automatically for files like this for now on"
is grayed out! I cannot check the box ever to make Firefox save every time I want to download anything, I have to change the option bubble every time because the option to remember the decision is always grayed out
Does anybody know how to fix this?

Using any extensions that aid the user in downloading?
As you can see she's (The CAT) always alert and on the prowl for Meoware !!

I believe that happens when the mime-type is not set (correctly, or generically, or something like that).

What the dialog shows depends on how the file is served from the website. In some cases, the "automatic" option will always be grayed out. The problem (if it is such) is with the server, not FF.
I have no problem whatever choosing from those options when I download stuff, 'cuz the websites I visit apparently know what they're doing.
