I have both browser.sessionstore.restore_pinned_tabs_on_demand and browser.sessionstore.restore_on_demand set to false.
When I set browser.sessionstore.restore_tabs_lazily to either true or false, it always lazily load 3 tabs at once. I expected it to load all tabs at once if set to false. I must be missing something pretty obvious.

SeaMonkey uses browser.sessionstore.max_concurrent_tabs (with -1 meaning all tabs at once), but I'll assume that is no longer in FF?
Fire 750, bring back 250.
