Hi guys, old topic I know; Hope it's cool!..:) Still, somehow (?!), having trouble with this on Windows 7, x86 Firefox latest release ver.

Windows Registry is:

Windows Registry Editor Version 5.00

[HKEY_CURRENT_USER\Control Panel\Desktop]
"MenuShowDelay"="400"
& Firefox is:

user_pref("ui.submenuDelay", 400); // (hidden pref)
What happens is that sub-menus work fine, but going from File, to Edit, to View is flying - seemingly with 0 delay and it's giving me grief; slightest movement from the mouse and I'm always clicking on the wrong thing! :f

... Anything that can be done about this, please? o.0

Add an entry to user.js?

Both the Windows & FF settings seem to deal with the opening of the dropdown of a menu item, rather then (what seems to be your issue) a delay when moving between menu items.
Fire 750, bring back 250.
