Have you tried starting Firefox in Mozilla Safe Mode? http://kb.mozillazine.org/Safe_mode
If no improvement using Safe Mode, do you have the same problem if you create a new profile and test it with no extensions or non-default themes installed?

This occurs when you select text in an editing control (such as this box I'm typing in now)?

Do you use a "High Contrast" system theme? If so, that could explain this in applications that try to follow the theme.

Otherwise, Windows 7 has a detailed dialog for color settings. If you right-click the Windows Desktop and choose Personalize, one of the icons at the bottom of that control panel should have "Window Color" and if you click that, you should see a link for Advanced appearance settings... Under Item, look at the colors for "Selected Items" to see if those are sane.
