[SOLVED] using about:config to disable Firefox shortcuts?

[SOLVED] using about:config to disable Firefox shortcuts?
I am using Firefox 65.0 and trying to disable all FF keyboard shortcuts. Can this configuration: permissions.default.shortcuts, be used to disable the shortcuts? I cannot find any information about this configuration or the value to use to disable the shortcuts. Al I know is that the default is 0, but changing it 20 1, 2, or 3 and restarting FF each time does nothing.

If the permissions.default.shortcuts preference is set to 2, then
Tools > Page Info > Permissions > Override Keyboard Shortcuts
is set to "Block" when using the default settings.
Unkown Action: 0
Allow Action: 1
Block Action: 2
Prompt Action: 3
