I'm on portable 65.0.2, it's been bugging me to update for a bit and I kept not doing it. I just updated, I'm still on 65.0.2 and it runs the "installing update" bar everytime I open portable now.
If the answer to this problem is just a fresh install, do I only need the data folder to transfer all my stuff over, or do I need to send other things?

You can copy the "Data" folder to a safe location and then delete the entire Firefox Portable directory. Install the latest version and replace the "Data" sub-directory created during that installation with the saved "Data" folder.
