What does "managed by your organization" mean?

What does "managed by your organization" mean?

I just checked the preferences to see about adding Yelp to my list of optional search engines when I saw this little notice at the top:

This is a personal computer on a workgroup, and while I've got Windows 10 Pro, I'm not using group policy at all. I also control the administrator account, but I'm logged in with my limited standard account.
Clicking on the link shows me this page:

Any idea what's going on or how I'd track down what is causing it?
Could Avast be responsible?
I haven't set any policies for Firefox, and frankly I don't have a clue how to do so despite having an outdated MCSA (working on it) and MCDST.

Let me know how to track it down, and note whether I should be logged in with my standard account or the admin account to do so. I rarely log in as the admin, and when I use Firefox as the admin it's to display solutions to problems I found on the web or to download a patch I need (and half the time I'll just download it with my standard account to the public folder).

Apparently, there is a Policy fix as well......BUT...It's advised to not delete it.
