Do you mean all cookies for one site, or only one specific cookie for one site? The dialog on the Settings page works by site. If you want to remove an individual cookies, that is, as far as I know, only available in the Developer Tools panel, in the Storage Inspector (Shift+F9), which lists and lets you remove cookies for the current page. Some sites have scripts running that will reset the cookie within moments, so this isn't always effective.
