When I close FF out image the system, and then restart, reload my tabs, 95% of them are one page, the cache of pages that were loaded before, are not there. I cleared the check mark in settings for clearing the cache when closing out FF.
Did I miss something somewhere else?
I've done a safe boot and it's the same.

Reload how, from Session Restore itself, or from History | Restore...?
What does it mean 95%, 95% of what ? are [on] one page?
Fire 750, bring back 250.

What do you mean with 'out image the system' ?
Are you cleaning up data or otherwise restore an image ?
The cache folder in a hidden location in AppData\Local, see the local location in about:profiles.
