How to get rid of question marks in black diamonds?

Many of the web pages I look at have some characters replaced by a question mark in a black diamond. How can I fix this problem?

Choose a different character encoding. View -> Character encoding. If you found a matching set your default in Tools -> Options -> Web Features -> Fonts & Colors -> Advanced -> Default Character encoding
Think for yourself. Otherwise you have to believe what other people tell you.

Turning off Auto-Detect in View->Character Encoding also worked for me.
