Why does my screen jump up and down?

Just got a new computer with Vista Home Premium and everything works great on IE-7 but when I down load Firefox no mater what website I go to the screen picture jumps up and down rapidly moving about 1/16".

I've uninstalled Firefox, rebooted, and reinstalled it 5 times now, but I can't get it stop jumping.
