Alt-Tab doesn't return to compose window?

When TB 68 is running and I'm Alt-Tabbing to other programs' windows, Alt-Tab (usually if not always) fails to return to the compose window that I last had open, returning instead to the TB main window, so I have to find the compose window next on in the Alt-Tab sequence. Is this a TB bug, and is there a solution?

Alt+Tab is a Windows shortcut, not a Thunderbird shortcut.

Yes, I know that. But normally it switches between the last two active windows; in this case it doesn't, which seems peculiar.

Does the compose window have a different status somehow (in Windows) than a second instance of the main TB window would?

The Alt+Tab shortcut works normal for me, but I don't use it often.

I couldn't find any Alt+Tab last active bugs on Bugzilla.

OK, I've been deliberately trying for a couple of days to reproduce this behavior for study and now can't. Alt-Tab is behaving normally regarding whatever TB window was last active. I'm not sure what I could have been doing that seemed not to bring up the message window as I expected, but there seems to be no problem with Alt-Tab or TB.
