Error message: Could not open file:///tmp/pid-2567/....pdf.
I assumed it was a permission problem so ran the following:
sudo chmod 1777 /tmp
sudo chown root:root /tmp
Those changes made no difference to it not being possible to open the attachment from within TB.
As I can open the pdf if I use nautilus to go to the /tmp location, I still think the problem is due to the access rights. What should I change so that the pdf opens from within TB?

Look at /General/Files and Attachments.
Is pdf in the list of file types?
To the right, if it is, what is the setting.
You shouldn't have to change ownership for simple pdf files unless it's locked for some reason.

Hence my wondering if the failure to open the pdf attachments is a permissions problem.

Look at the permissions for the tmp folder and sub folder.
Also try a different pdf reader or set the pdf filetype to ask or let Thunderbird open the pdf, should be in the drop down menu for what to do.
