Missing Toolbar when composing message

Cannot SEND new messages because Toolbars fail to appear at top of new message pane, and therefore there is no SEND button. There are no toolbars showing between the highlighted blue Write (no subject) line and the From line.

Under VIEW/Toolbars, the following are checked: Mail Toolbar, Menu Bar, Status Bar, and Quick Filter.

Restore Default Set does not fix anything.

Suggestions?

What version of Thunderbird?
Where are you checking that View->Toolbars list? Are you checking it in the Write window or in the Thunderbird main window? You need to do it the Write window.
Does the same thing occur if you launch the application in Mozilla Safe Mode? http://kb.mozillazine.org/Safe_mode

No, seems OK in Safe Mode. Thanks for that, but what now?

Try disabling all extensions but one and then close and restart the program. (Disable them by using menu path Tools->Addons->Extensions->click on "Disable" for every extension but one.) See if the problem is present. If not, enable an additional extension and close and restart the application. Repeat this procedure until the problem reappears. The last enabled extension will be the cause of the problem.
