I want to increase the number of cc addresses allowed from 4 to 10.
Is this possible?

If you are referring to the number of address entry lines visible in the composition window, that's not a limit on the number of To, CC, or BCC addresses. After entering the last letter of the "last" CC address, press the Enter key to cause Thunderbird to add a new, blank address entry line.

There is a difference between how many rows are displayed by default, and how many you can use if you keep entering an address and pressing <Enter>. You can also enter more than one email address in a header line by separating each address with a comma.
"mail.compose.addresswidget.numRowsShownDefault manages how many lines are displayed (by default) for addresses. It defaults to 3. You can change it using the Config Editor (Tools -> Options -> Advanced -> General if you are using Windows). This is basically the opposite of mailnews.headers.show_n_lines_before_more which manages how many addresses are displayed when opening a message before the "more" appears. "
