Since doing a partial reset of Win 10 I have not been able to send or receive emails in tbird. I have configured the settings many times as/per instructions on Frontier.com with negative results every time. All efforts thru frontier are the same as I am told "everything is configured correctly here - it's got to be something on tbird's end."
Can anyone out there give me some advice as how to proceed from here?

How is the account set up in Thunderbird, as POP or IMAP? Find out using menu path Tools->Account Settings->Server Settings->Server Type at the top right of the dialogue.
What is the exact text of the error messages you are seeing when trying to get or send mail?
What security software are you running on that system?

I forgot to mention in the ist post that I am able to send and receive thru Frontier webmail.
The account is setup as apop3 - security software Eset Smart Security/latest version up to date. "Messaage cannot be sent "and then the servers just time out. The green meter bar on the bottom goes just about to the end and then times out.

That sounds like security software blocking a connection. See this article and make certain that Thunderbird is listed as an authorized application in Eset.

I've disabled and uninstalled the security software and it still does't work.

My suggestion above was to make sure that Thunderbird is recognized by Eset as an approved program, not that the security software be removed from the system.
How did you uninstall Eset? Did you follow the guidance in this link -- http://support.eset.com/kb2116/?locale=en_US Often, security software, when not uninstalled as the software provider intends, will leave bits and pieces behind causing problems.

I uninstalled and reinstalled the security software at the suggestion and under the guidance of Eset.
A reset of windows 10 offers two (2) options: 1. keep your current files and data; 2. or wipe everything clean. I chose to keep my files and data, but under this option some programs and data could not be retained and must be reinstalled. Thunderbird was one of the latter.
