Open the account from webmail and look for the messages that haven't downloaded to TB, then delete them one-at-a-time until the corrupted one has been removed and normal downloading to TB resumes.

I was able to move mail to a folder on the mail server thru the web interface.
I moved 3 emails before ThunderBird downloaded the rest.
Is there some project to allow ThunderBird to skip a bad email?

Not that I'm aware of, and besides it may depend on the mail server software having the ability to identify and skip corrupted messages.
