Is it possible to merge address books into 1; how can i do it. also delete all dupes? Is there a max # of addresses? should I delete old address books once merged?
Win 10 Pro desktop, but now 64-bit latest Windows 10. Usually latest or latest-1 Thunderbird on this machines.

Drag and drop the contacts, and then after confirming the address book has what you want delete the other address book. There is no known limit on the number of contacts though if you get too many it may effect performance (auto-complete etc.) Keep in mind that mailing lists can only use contacts in the same address book.
You can't get rid of the personal address book . I suggest you merge the contacts you want to keep into it. Think about backing up your profile or exporting the address books as *.csv files (tools menu in address book window) beforehand if you're worried that you will make a mistake.
