Problem with Thuderbird update

Thunderbird updated from 52.2.1 to 52.3.0 (20170815040357), but now I cannot receive emails anymore. I have a POP email account. I also cannot send email, giving the message " ... The message could not be sent because connecting to Outgoing server (SMTP) smpt.xxx.nl failed" (xxx is my ISP name). This also happens when I run Thunderbird in safe mode and when I switch off my firewall.

I went back to the previous Windows 7 restore point and then Thunderbird works fine. But then it installed the update again and won't connect anymore.

Please help.

What security software is running on that system?

Avast antivirus and ZoneAlarm firewall.

Make sure that Avast is set to NOT scan outgoing messages.
With Thunderbird closed, remove all references to Thunderbird in the ZoneAlarm Permissions list. Reboot the system and then launch Thunderbird.

I am sorry, but Thunderbird still can't connect.

Who is the email provider?
Have you checked the settings for that outgoing server to confirm that the settings match those required by the provider?

The provider is ipact. The settings are correct. When I go back to the latest Windows 7 restore point before the Thunderbird update, Thunderbird works fine (with the same connection settings).

I deinstalled/reinstalled Thunderbird, but this does not solve the problem. It tried eM Client and that works fine.
