Don't know which bar (not menu) & can't use keystroke because somehow it is not longer available but even with that still need it because my wife needs it.
Win 10 Pro desktop, but now 64-bit latest Windows 10. Usually latest or latest-1 Thunderbird on this machines.

Forwarding a message selected in the list pane or being viewed can be triggered using Ctrl+L.
You can also right click on the message in the list pane and select "Forward".

Make sure you have the toolbars displayed by using Alt+V to display the View menu then select "Menu bar" AND "Mail toolbar".

You can enable toolbars using view -> toolbar. You can customize a toolbar by right clicking on it, selecting customize, and dragging and dropping the desired icon to/from the toolbar. For example, you can add "Forward" to the mail toolbar that way.

I just did & customize just left it greyed out

There are two different forward buttons. Use the other one. The one you used has a "Go forward one message" tooltip rather than a "Forward selected message" tooltip if you hover the mouse cursor over it on the toolbar.
