why doesn't tb delete email as soon as i get them via rule?

i have create a rule ,very simple , i have clicked the sender (it's always the same email) -> create filter -> like the screenshot

but i still get these email ,and thunderbird doesn't delete them

That screen shot doesnt' show the email address (which is appropriate) but perhaps you should change the "is" condition to "contains".
Also make sure that you have the Junk Mail Controls properly set up in both locations in Thunderbird.
It may also help to do a "Repair" on the Inbox folder of the account in question. Do that by right clicking on the name of the Inbox in the left hand pane and selecting "Properties" from the context menu displayed. Then click on the "Repair folder" button.

You might be able to but how do you define "garbage." What would identify every message you would include in that category but NOT any messages that you would not consider garbage? (For Thunderbird to deal with "garbage" it would have to "know" what "garbage" looks like.)

FYI it is not a good idea to try to deal with all of your junk mail via message filters. You wind up re-inventing the wheel. Use the junk mail controls instead, they scale much better. Don't overlook installing SpamPal and configuring the junk mail controls to trust its judgement. SpamPal uses DNS blacklists, and lets you choose whose you want to use. For example, spamhaus. My impression is that SpamPal is no longer maintained but keeps on working, you just need to update what DNS black lists it uses. See http://kb.mozillazine.org/Junk_Mail_Controls

The main reason I don't use it is my main email provider uses SpamAssassin , and spends a lot of time tweaking it. I frequently go over a year without a spam message in my inbox.

can i create a global rule to delete all the email that are test@test.com for example ? i have several acccounts

under junk settings i have for all my account "trust junk mail headers set by" DISABLED

but gmail , outlook ,yahoo and even yandex (i guess the best free email providers) they use spam filters

With the Junk Mail controls you can mark messages as Junk or Not Junk to help Thunderbird identify garbage that gets through the spam filters of your email providers.

The major free email providers vary a lot in how good they are at detecting spam. Gmail seems to be the best. Some email providers also provide a way for you to train a personal Bayesian filter by using webmail commands to specify one folder (usually the inbox) contains known good messages while another folder contains known bad messages. If you do that you can train it using a IMAP account by using that "known bad" folder as your junk folder.

If the problem is that recognizes junk, but it won't move junk to the junk folder, perhaps you need to replace that folder. It could be corrupt for example.

the article is old , i have read it several times
my training.dat is 3.565.425 (3.5 MB) and it's in the profile
i have even delete (before i have create a back up) to reset

and i have create a new installation but when i click on junk it doesn't remember (the junk icon disapears after few seconds only with yahoo account ) it's work perfecly with gmail
to teach tunderbird is enough to flag an email as junk

about which folder should i replace? what do you mean?
