filter to send to third email

I was hoping to use thunderbird to send email in the cc field of a template. but when I use message filter to reply with template it only replies to the email that triggered it not the cc'd email I have in template. Is there any way to do this. I'm hoping to do a sort of modified remailing to a small list of recipients.
