Importing from Outlook

My friend currently uses Outlook as his e-mail client & is considering changing to Thunderbird. My TB version is 38.5 and it doesn't allow for importing mail & addresses from Outlook. Does the later version of TB allow for importing from Outlook client?

The best version for importing from Outlook is TB 17:

but you could also try the latest beta TB 60, in which the Outlook import has been improved.

Some users have had success using MailStore Home (Windows only) to import mail from Outlook and then exporting to a format that can be imported to TB.

For contacts, you can try exporting from Outlook to a csv file, but it's usually easier to export to vCards and import those with the MoreFunctionsForAddressBook add-on.
