What is this � (Linux this time)

I've come across several threads dealing with the � characters in e-mail, but I'm starting to see these in mine. I'm using TB 52.9.1 (64-bit) under Ubuntu 18.04 LTS.

A sample follows. This was taken from a quoted reply I made that came through the Groips.io servers.

I found that some of the early code in v3 was not as efficient as it could be, so I�ve changed lots of messages into callback which has reduced the load on the main thread�s message pump which in turn has reduced the CPU usage. There should be no noticeable differences other than CPU load.

Now much smoother on systems without dedicated graphics cards or high-end Intel graphics.
