How to decode Local FolderName

For a developpement, I need to decode foldername

One of my local folder names in Thunderbird is named 'Fol|#xx', and the associated file in 'Local Folders' is 'Fola2509c2f'
How is it encoding ?
How can I retrieve the folder name from Fola2509c2f ?
