I just installed the latest version of TBird on my new computer. I go to Options and tell it to open a new message in a new window but it keeps opening in a new tab. Tried many times but it only opens a new email in a new tab.

I assume you mean 60.5. In the future please specify the version rather than say latest as there are sometimes multiple latest versions available (depends upon your location), and its difficult for somebody much later on with a similar problem to figure out what version you used.
See if its a side effect of an add-on that doesn't play nicely with your version by using "help -> restart with add-ons disabled".
Its too cumbersome to do as a workaround, but does right clicking on a message and selecting "open in window" work?
