In order to restore a backup profile, do I need to download and install the version of TB that the backup was created under?

The simplest way to restore a backup up profile is to copy the contents of the backed up profile over an existing profile that Thunderbird knows about. The about:profiles link in help -> troubleshooting information is a way to access the equivalent of the profile manager without having to use command line arguments. The ImportExportTools (or ImportEXportToolsNG) add-on has a scheduled backup feature (not to be confused with the more well known export/import features).
