I have the latest version of TBird running on Win 10 Home and notice when I receive an email message containing a .txt it arrives as an attachment and I have to take extra steps to open the message content.
Wondering if there is way to have the .txt open with the message?

You might try menu path View->Display attachments in-line.

From the 68 release notes: "Textual attachments (plain text, HTML, XML, etc.) are no longer displayed inline. Toggle preference mail.inline_attachments.text to display them inline again."
To toggle a preference, double-click it in Tools|Options|Advanced|General|Config. editor.
