I had to reinstall windows 10 on my PC. I lost all my log in material. I have .PCV files. Does that contain addresses ? If so how do I get it into my Current Thunderbird folder?

PCV files are created by MozBackup and are simply ZIP files with a different extension. You can rename them to *.ZIP and use any unZip utility to uncompress those file so you can access the backed up Thunderbird files.
