The unable to remember how to open an attachment bug appears to be fixed in the 99.0b1 beta for everything but .rar files. It remembers how to open .zip, .docx, .pptx, .xlsx, .pdf , .eml , .txt and .jpeg files once you've checked the "do this automatically for files like this from now on" checkbox. That checkbox is not displayed for the .rar file attachment.

As an experiment I copied that message to a new local folder , edited the mbox file to change Content-Type: from application/octet-stream to application/vnd.rar and restarted Thunderbird. That displayed the 7-zip file manager as the default for Open and displayed the checkbox. I selected the Open radio button, checked the checkbox and it works fine from now on. The only remaining glitch is that the Files & Attachments list in preferences doesn't list octet-stream so you can't easily change what it will use.

So it appears it was not the lack of certain registry keys but the attachment being mis-identified as application/octet-stream that caused the beta to not display the checkbox.
