Thunderbird used to only ask for the master password when clicking "Get Messages". This is exactly how I wanted it to work. I don't have it get email when it wants to, only when I request it.
"Check for new messages at startup" is not checked.
No remote address books or calendars.

If you are using a IMAP account you'd need to also uncheck "allow immediate server notifications when new messages arrive". That's IMAP IDLE support.

Then its just "check for new messages on startup" and "check for new messages after X minutes" you need to uncheck. The other possibility is the you have global search/indexing enabled and it decided to check for new mail and downloaded messages in the background so that it can update the search index. Try disabling it in tools -> preferences.
