Local Folders is nothing new. It's been there for a very long time. You just weren't looking for it.

how do i get the local folders thing off my sidebar? as far as i see, it serves no purpose at all. there's nothing in it...

I also had problems deleting accounts in TBird 3. Selecting the account and clicking on Remove resulted in the helpful message 'Can't' or words to that effect (no, not the default account). After having tried a number of times I switched to Safe Mode and did the job without any problem.
