Is there any way to change the mapping of keyboard keys and shortcuts within Mozilla?

I really, really like Mozilla, but the one thing that drives me nuts is that I'm very used to typing ctrl/O to be prompted for a new page to open (I confess, I'm an ex-IE user). Retraining my fingers is hard. It would be much easier if I could swap the current definition of ctrl/O ("open a local file") with ctrl+shift/L. (What do I look like, an emacs user? Oh no, that would require a META and the involvement of a couple of toes. :))

If you open up the .jar files (they are zips) you'll see .dtd files. That is where the keyboard shortcuts are stored. Just open the .dtd in a text editor, change it, put it back in the zip and the shortcuts will be changed the next time you launch mozilla.

As for a UI to change them, there isn't one.
