I prefer SeaMonkey to Firefox or even Google Chrome, but I would like the ABILITY to choose where my tab bar is located in the interface. Is it possible to write such an add-on? Does code in SeaMonkey prevent such add-ons? If any such add-on could be written, could any of the SeaMonkey developers show me where to start?
Thanks

I wouldn't know, but where would you like it?

If you want to move the tabs you just need to drag them using mouse.
Lot of tab customisations available:-
add close button to tabs

Put a tabs menu in menu bar near "windows".
