How do I create a personal toolbar?

I'm using Sea Monkey 2.19. The "Help" section gives all sorts of information about adding or removing buttons from the personal toolbar, but it doesn't tell you how to create one in the first place. It's odd because I had one when I was running XP, but it disappeared when I (unfortunately) had to switch to Vista. I want to put a category of my bookmarks that I use a lot on the personal toolbar for quicker access.

right click the Menu bar
click Customize
bottom center of the window, click [Add new toolbar]

View -> Show/Hide -> Bookmarks Toolbar (make sure this is ticked)
